Mr. Horne is the Neighborhood plumber who works for his own company -- Horne's Plumbing.[1] Some of his most notable work includes fixing leaks in Mister Rogers' house as well as installing a recirculating fountain at the castle in the Neighbohrood of Make-Believe.[2]

When Lady Elaine Fairchilde returns from a trip to space, Mr. Horne helps move the fountain from the castle to the Museum-Go-Round to help welcome her home.[3]
