On this episode of Mister Rogers Neighborhood, They went to a Shopping Mall and demonstrate up and down with an escalator and the elevator. The elevator has a colorful banner when the elevator lifts up.  Here is the episode info: http://www.neighborhoodarchive.com/mrn/episodes/1656/index.html

I'm not sure if this is the case here or not, but there are many connections between the Neighborhood and the mall in Monroeville, PA.

The credits mention Oxford Development Company, who did own the Monroeville Mall at the time as per Wikipedia, so that makes sense.
