"I can I am I will" episode number

In another thread, somebody posted an old film reel of a Mister Roger's Neighborhood episode, but the opening and closings are cut off, and there is a strange title card that says "I can I am I will, starring Fred Rogers."  Does anybody have any new research about this misterious episode.  Did it have an episode number, or was it an hour long special like "Mister Rogers Christmas."

That I believe was just a promotional film strip that Family Communications produced.  I think it does include a portion of a pre79 NOMB segment on it.  Along the same lines as the MRN promotional hospital materials that Fred wrote - Going to the hospital, having an operation, etc.  It is amazing when you think of it; that Fred was thinking that far ahead.  Now you have Sesame Street producing videos for military families to use.

The NOMB segment looks like the NOMB segment in episode #1347, but I don't see any segment taking place in the garage.

What is a promotional film used for?
